Prof. (Dr.) S. V. Joga Rao is the Founder of Legalexcel Attorneys (formerly Legalexcel) – a law firm of Advocates, Solicitors and Healthcare Consultants. Dr. Rao completed his LLM at the Andhra University, followed by the M.Phil. program from the National Law School of India University (NLSIU, Bengaluru) and a Ph.D. from the Andhra University.
Dr. Rao founded the firm in the year 2001 pursuant to completing more than a decade as the Founding Faculty member of NLSIU, Bengaluru. He gave up his full-time teaching position and commenced professional legal practice as an Advocate and Solicitor. Dr. Rao provides an array of legal services including Litigation, Consultation, Medico-Legal Audit for Hospitals, Doctors, Patient Groups, Health Insurance and Third Party Administrator (TPA) entities, Health Technology Companies, Diagnostic Labs and several technology-driven healthcare start-ups. He appears before multiple trial and appellate courts, tribunals including the Supreme Court, Karnataka High Court, National Company Law Tribunal (NCLT) and National Consumer Disputes Redressal Commission (NCDRC).
Dr. Rao has had an extensive experience spanning two decades in the domain of Healthcare Law and Ethics. He focuses on the Medical Negligence Liability of Doctors and Medical Establishments, Nurses, Surrogacy and Alternative Reproductive Techniques (ART). Other related aspects include Transplantation of Human Organs and Tissues, Clinical Trials and Research, Information Technology and Healthcare, Regulatory and Legal Compliance vis-a-vis Healthcare Delivery, Medical Tourism, Healthcare Insurance and TPA, End of Life Care, Hospital Technology and Web-based healthcare services.
Dr. Rao taught at NLSIU, Bengaluru as a Visiting Professor and offered a seminar course on Healthcare Ethics and Law, apart from having taught subjects such as Criminal, Contract, Commercial and Evidence laws. He was a Course Faculty to the PGDMLE Program that he pioneered almost three decades ago at NLSIU, Bengaluru.
